Rear Admiral (retired) Pamela C. Miller, DO, CPE is a transformational healthcare executive, board-level advisor, and physician leader with more than three decades of experience operating at the intersection of clinical care, enterprise governance, global health security, and crisis leadership. She brings a rare blend of frontline medical expertise and senior executive command, having progressed from nurse to emergency physician to Flag Officer in the United States Navy and Marine Corps.

Throughout her career, Dr. Miller has served as a trusted advisor to senior national leaders, including the Department of Defense, Joint Chiefs of Staff, Combatant Commanders, and members of Congress, shaping healthcare strategy, policy, and enterprise resilience for complex, highly regulated organizations. Her work has informed governance and readiness decisions supporting healthcare delivery for more than 9 million beneficiaries worldwide.

Dr. Miller’s leadership experience spans tactical combat medicine, hospital operations, academic healthcare, and large-scale enterprise transformation. She served as Senior Medical Advisor to the Commandant of the U.S. Marine Corps and as Vice Chief for Reserve Policy and Integration at the Navy Bureau of Medicine and Surgery, overseeing policy, credentialing, and readiness across 32 medical specialties.

As Command Surgeon for U.S. Indo-Pacific Command, Dr. Miller led multinational health security initiatives across 24 nations, advancing diplomatic partnerships and strengthening regional healthcare resilience. She also brings deep civilian healthcare experience through senior leadership roles within HCA-affiliated hospitals and Envision Physician Services, where she guided emergency medicine operations, turnaround efforts, and crisis response during major natural disasters.

Dr. Miller holds a Doctor of Osteopathic Medicine and Master of Healthcare Administration, a Master of Science in Homeland Security and Emergency Management, and advanced nursing degrees. She is a Certified Physician Executive and currently serves as a Senior Healthcare Executive Advisor with H&H Leadership Solutions, supporting executive teams and boards navigating leadership transitions, enterprise risk, and organizational transformation.
