J. Todd Sheridan serves as an EMS Consultant, bringing more than 20 years of executive leadership experience across Fire, EMS, and healthcare systems. A performance-driven executive, Todd is recognized for optimizing organizational performance while strengthening culture through a balanced approach to strategy, fiscal discipline, and people-centered leadership.
Throughout his career, Todd has served in executive roles including CEO, COO, Executive Director, Vice President, and Senior Director of EMS & Patient Movement. He has led complex, multi-state EMS systems, health system operations and state department oversight, overseeing organizations with hundreds of employees and budgets exceeding $100 million annually. His leadership has included merging multi-agency systems, building high-performance dispatch and transfer centers, renegotiating union and hospital agreements, and stabilizing financially distressed organizations.
As a consulting and management executive, Todd has directed large-scale system redesigns, valuations, mergers and acquisitions, deployment modeling, and governance restructuring efforts across the United States and Canada. He has overseen extensive consulting engagements while guiding executive teams and boards through strategic planning, operational optimization, fiscal recovery, and regulatory compliance. His work has consistently resulted in measurable financial and operational improvements, including turning significant operating losses into sustained net profitability within a year.
Todd began his career in frontline Fire and EMS service, serving in operational leadership roles within high-performance EMS systems managing tens of thousands of annual responses annually. He has also played key roles in disaster planning and incident management, serving in command and planning positions for regional and multi-jurisdictional events. This foundation in operations continues to inform his executive perspective, ensuring that strategic decisions remain grounded in field realities.
Todd holds a Master of Business Administration-Executive Focus, from the University of North Alabama, a Bachelor of Health Science in Emergency Services, and an Associate of Emergency Health Science/Paramedic. He is a Nationally Registered Paramedic and maintains numerous advanced certifications in incident management and EMS leadership. Todd’s professional focus centers on building sustainable, high-performing EMS and healthcare organizations that align clinical excellence with financial stewardship. Having led agencies ranging from county-based EMS systems to major health-system transport divisions and multi-state consulting portfolios, he brings a comprehensive understanding of system design, operational execution, and executive governance.
